T. Leach, touching the matter of veracity between that gentleman and Gov. Varice in relation to th Iatter's endorsement of the Johnston county resolutions. It willbe remembered that the Progress and Standard have charged, upon -the authority of Dr. Lepch, tl,at Gov. Vance endorsed the Johnsfon resolutions containing the first proposition to call a Convention of the Stale. Gov. Vance authorized us to deny .this charge, and we did so accordingly. Dr. Leach admits that Gov. Vance objected to the ''lat ter part of the 4th resolutfbn " which indicates a purpose, in the alternative mentioned, lo hold a Con vention, &c. Dear Sir : In ne weekly Conservative of the 24th in3t.v I find the following language copied from e 2sorth Carolina Standard : MrrlTolien in his. paper of the l.Oih instant, sta ted that about the time Gov. Vance wrote his letter to Trepidant Davis ir. regard to peace, ho endorsed the .Ti.ht.stou county resolutions, .which contained the first proposition fori a Convention made by any public meeting in.the Slate.'' j. To which you replied," by saying that Gov. Vance auth'orized you to say the statement is utterly and entirely faise. In renlv to the denial of Gov. Vance,' in which Mr. Holden gives my rHucment on the subject, as cons tained in the appendix to the life and times cf D.Jv. McRea, Esq , to prove that Gov. Vance'did see, read, ' and epdorce the Johnston county resolutions in man uscript. There were tsvo political meetings held in John stjp county one on the 6th of January, 18B4, at Coat's muster ground, and another on the 7th of Jinuary, 1804, in Smithfield. ' The resolutions referred. to by me in the appendix t.i the life and t;me of D. K. McRea, Esq., and allu ded to ny Mr. 'ILdden, were those adopted at the meeting on the 6th, held at Coat'3 muster ground, that Gov. Vance saw, read, and endorsed in manus srripf, remarking at the same time that there could he tut one objection to themthat the language in the latter part of the 4th resolution might be con strued into a threat. I replied it was not intended 19 such. I know nothing about the disposition made of the resolutions adopted by the meeting in Smithfield ori tv.r.Ttrih tjLjoviI, r ante, ana air. tiolderi, and to satisfy the public mind on the j subject, you will confer a fiver on 'me by copying both sets of resolutions as published in the Nprth, Carolina Stan dard, of the 13th and 20th of. Whereas, The alarming, and fearful tendency of the Confederate government towards &l military des potism by the enactment of 7 unjust and oppressive laws to her citizens, is just cause of complaint ; and wnerea., an earnest desire on our part, as citizens of a sovereign and independent Siate to restore.jus tice, secure domestic tranquility, and perpetuate the blessings of civil and religious liberty to ourselves tnd our posterity, is just cause for assembling to gether, consulting for our common good, instructing our representatives, and petitioning ther Legislature for a redress of grievances : Resolved, That as all political power is vested in tnd derived from the people only, that any legislas tion by the Confederate Congress, or decision of the judiciary, denying cr abridging those right?, would be unconstitutional, unjust and oppressive, and should be resisted by all I Constitutional and legal measures. I r Resolved, That a shict subordination of the mili tary to the civil lais one of the pillars of repub lican liberty, and any attempt to abridge or destroy it by a suspension of the writ of habeas corpus, , or to supercede the civil law upon the plea of military necessity, or to institute a bupreme laTv power, would be revolutionary and despotic j Resohed, That the late actcf Congress, conscript ing those who had put substitutes inthe army, was gross violation of plighted, faith between the govs ernment and her citizens, and i3 well calculated to. destroy the confidence of the people in the stability nf the government, and the wisdom and honeety of Congress and the ndministration. j Resolved, That North Carolina, as a sovereign and independent Statet has the righ( to consult the pres ent go-.-d, and future happiness 4f her citizens ; and when she is forced to choose between a military des- potism and her State sovereignty, for, the good of her people, she will choose the .lajter by a Convention of her citizens. j Resolved. That the prompt and decided course if Gov.
